Seeing as how Willamette was a total loss in the original Dead Rising, I suppose it makes sense we won't be returning there for the sequel. Instead we get to head to Lost Wages. I mean New Vegas. No wait, I mean Fortune City! It does seem like a great setting for a zombie game where you can use the environment to jury-rig some weapons, which is the hallmark of the Dead Rising series.
